The City of Bellingham issues a consolidated permit for the Stateside project (903/929 N. State St) which includes permits for Design Review, Critical Areas and the Parking Waiver Decision (allowing the developer to provide fewer than half of the required parking spaces in the proposed project).

Negotiations end between the NSBC and Spectrum Development Solutions. The NSBC’s goal was to sign a written memorandum of understanding (aka “community benefits agreement”) to include additional mitigations to help create a successful project for future residents and the existing businesses in the neighborhood.

City of Bellingham issues Mitigated Determination of Non-Significance (MDNS), which moved the proposed project to the next step of the process, which is to apply for a land-use permit.
